The project focuses on the possibilities and limits of local governments in small municipalities in the Czech Republic (less than 2000 inhabitants) to influence the situation in the community and to make use of its endogenous development potentials.
The research team analyses diverse relationships between formal and informal features of local governments and the development potentials of municipalities. The analysis is based on on qualitative and quantitative data.

The chapter summarises the main findings of the study. It describes the basic factors which impact the development of small rural communities and the main development actors. Local governments are explained as the dominant development actors on the local level. The chapter points out the dominant development goals of the municipalities in the study and the potentials and limits which the communities face achieving these goals.
The paper deals with the analysis of socio-economic and infrastructural differences of small commu¬nities disposing of their own local government and communities which form a part of a bigger mu¬nicipality and don’t dispose therefore of their own local government. The authors seek an answer to the question what impact has the administrative status of a community on its development. The results indicate that the impact of the administra¬tive status on development is generally weak.
