V návaznosti na dosavadní výsledky výzkumného týmu Transformace sociální struktury, který předkládá návrh, je naléhavě nutno uskutečnit a zpracovat nový reprezentativní výzkum české národní i regionální elity ve všech třech jejích složkách (ekonomické, politicko-správní a kulturní), který by zachytil její geneticko-strukturální, kvalifikační a postojové jakož i funkcionální proměny a nové vývojové možnosti, jež vznikly od posledního šetření podobného druhu z roku 1994 a doplnil a upřesnil poznatky čerpané z výzkumů kvalitativních. Kromě vnitřních historických změn společnosti a vzniku nových funkcí, které má elita v současné etapě vrcholící transformace plnit, je dalším činitelem určujícím nezbytnost takového šetření probíhající restrukturace elity, vznik nových funkcí pro její působení a potřeba nové kvalifikace, jak se utvářejí v souvislosti se včleněním ČR do Evropské unie. Tomuto aspektu bude ve výzkumu věnována prvořadá pozornost.

The first part of the study looks at various theoretical approaches encompassed with the concept of elites in sociology and at various techniques used to study elites. The second part presents a factual analysis of the development of political and economic elites over the past fifteen years of post-socialist transformation in Czech society, and the third part focuses on the everyday features of contemporary economic elites.
Aim of this study is to examine the theoretical problems of elite theory. In the first part, it gives an overview about the main elite theories since thirties. In the second part, it analyses the theoretical problems being linked to elite survey. It deals with the question of the plurality of elites, with relationship between democracy and elites and with relation between stratification and elite reproduction.
