The aim of the project was a discovering of how culture development, cultural activities organization and exploitation are conditioned by social and institutional setting of a region and how to employ this knowledge in the activities of the subjects engaged in culture and cultural heritage maintaining. Social environment was understood as the structural characteristics of the inhabitants, measure of social capital and social cohesion and their regional distinctiveness; institutional environment was understood as regional public administration, self-government particularly, then non-profit and private sector organisations. The project was focused on the initiative and coordinative function of local public administration in culture and cultural heritage maintaining and on the exploitation of culture and cultural heritage in regional tourism development.

The methodology describes the process of creation of conceptual document for culture. It deals with culture in the complex way so it enables overlapping with other areas of local development. The process of creation of the document is introduced as a part of broader approach of cultural planning. Involvement of local community and application of participatory approach belong to its key attributes. The methodology is primarily intended for small and mid-size towns.
The concept of cultural planning is relatively well-established in many countries as a tool which enables municipalities to use their potential in local development, yet still notwell-known and debated among scholars, practitioners, or the wider public in Central Europe, including in the Czech Republic.
The article deals with explicit cultural policy and its outcomes in the post-communist Czech Republic. In the first part, the authors look at the organisational and conceptual impact on culture of the transition from a centrally managed economy to a pluralist parliamentary democracy following the collapse of the Eastern Bloc.
The report summarizes the results of the research project Social and Institutional Conditionality of Culture Development and Cultural Heritage Maintaining in the Regional Setting and its Exploitation for Effective Organisation of the Regional Cultural Activities.
Trends in selected indicators of leisure activities in the Czech society since beginning 1990´s using results of CVVM surveys and CZO statistics are outlined. Using data from large surveys from 1994 to 2011 (SOÚ), main factors influencing highbrow culture participation are pursued. It is shown that generally socio-demographic characteristics have very slowly weakened.
According to the Committee on culture of the world association of United Cities and local Governments and its document "Agenda 21 for culture" (2004), culture should be considered as one of the four pillars of sustainable development on an equal footing with the others. This paper will focus on the process of developing cultural planning process in two small and medium sized towns (Louny and Děčín) situated in the northwest part of the Czech Republic.
