The aim of the project was a discovering of how culture development, cultural activities organization and exploitation are conditioned by social and institutional setting of a region and how to employ this knowledge in the activities of the subjects engaged in culture and cultural heritage maintaining. Social environment was understood as the structural characteristics of the inhabitants, measure of social capital and social cohesion and their regional distinctiveness; institutional environment was understood as regional public administration, self-government particularly, then non-profit and private sector organisations. The project was focused on the initiative and coordinative function of local public administration in culture and cultural heritage maintaining and on the exploitation of culture and cultural heritage in regional tourism development.

The first part of the book brings the description of the concept of culture, the overview of legislation, analyses of conceptual and strategic documents related to culture, analyses of available data about the culture infrastructure and an overview of available financial sources for the area of non-industrial sectors of culture. The second part deals with the results of own survey Culture in the regions of the ČR 2011.
Text mapuje kulturní zdroje Děčína a okolí, zabývá se kulturními hodnotami území, organizacemi, volnočasovými aktivitami (především kultura, vzdělání a sport), rozvojovými záměry a aspiracemi obyvatel v Děčíně a okolí. Analýza čerpá z širokého spektra veřejně dostupných zdrojů dat, dále z původních dat získaných v průběhu akčního výzkumu (2013-2014) a z reprezentativního dotazníkového šetření „Kultura v Děčíně 2013“.
Studie představuje výsledky dotazníkového šetření „Kultura v Děčíně 2013“ realizovaného mezi dospělou populací města. Zaměřuje se zvlášť na postoj obyvatel k rozvojovým plánům, zabývá se jejich kulturní participací a hodnocením kulturních zařízení ve městě. Mezi hlavní zjištění patří spokojenost obyvatel s tím, jak fungují městské příspěvkové organizace a malá spokojenost s tím, jak město podporuje spolkovou činnost obyvatel.
