The project focuses on the possibilities and limits of local governments in small municipalities in the Czech Republic (less than 2000 inhabitants) to influence the situation in the community and to make use of its endogenous development potentials.
The research team analyses diverse relationships between formal and informal features of local governments and the development potentials of municipalities. The analysis is based on on qualitative and quantitative data.

This study focuses on the development of small rural municipalities, their endogenous developmental potential, and the role of the local authority in setting and achieving development goals. The authors apply a complex approach to examine the issue of local development.
In the chapter the author explains endogenous local development of rural communities and how it relates to the concept of community development. The author then examines the various ways in which local development is defined and some Czech empirical studies based on the terms of those definitions. At the end of the chapter the author presents a community development model that includes external and endogenous development potentials.
In the chapter, the authors present a statistical analysis of the internal development potential of small rural communities or settlements.
The chapter forms a methodological supplement to the study. The authors describe geoinformation systems and their possible uses in various types of social analyses, especially analyses of local development. The authors focus on the use of geoinformation systems in the statistical analyses contained in the second chapter of the study – calculating the traffic accessibility of municipalities and identifying individual settlements.
The chapter summarises the results of three qualitative case studies of local government and the development potential of three selected small municipalities: Verměřovice, Vražkov, Roztoky. The case studies are based on interviews with the main actors of public affairs in the communites and on participant observation of the meetings of the local council. The studies document the dominant role of the mayor as development actor.
