Efektivní politiky musí být
založeny nejen na standardním ekonomickém přístupu, nýbrž šířeji. Z
hlediska komplementárního socio-ekonomického přístupu analyzujeme čtyři
kontroverze. První se týká průběžného penzijního systému a může vést k
sociálně-politické redistribuční pasti. Druhá se týká vadného poměru
mezi mzdami nejnižších kategorií pracovníků a životním minimem, kterým
se produkuje sociálně-kulturní past - kultura závislosti. Třetí se týká
nedostatečných podnětů pro expanzi střední třídy, což vede k
sociálně-ekonomické pasti v podobě sociální polarizace. Čtvrtá se týká
napětí mezi různými oddíly středních vrstev, které jsou zdrojem
sociálně-strukturní pasti - autonomní korporativizace. Uvedené
kontroverze jsou zkoumány meritorně i jako příklady integrovaného
přístupu k rozvoji lidských zdrojů a sociální inkluzi. Jde o cílené
budování institucionálního prostředí a podnětů pro tvorbu
socio-ekonomické kultury odpovídající EU v praktické politice.

This study tries to demonstrate the links between the social structure and social policies. Using a socio-economic approach it exhibits four types of socio-economic friction that develop between the middle class and other groups, between the new and the old middle class, between pensioners and the economically active, and between people with employment and the non-working poor.
Statistical and sociological evidence is gathered to display changes in social structure of Czech society before and after 1989, with a special focus on economic inequalities.Economic and social reforms are described and ensuing new problems. Social stratification and various mobility flows are observed. Social cohesion is indicated by perceived levels of conflicts. Finally, limited expansion of the middle class is stressed as the main failure of the development after 1989.
A summary of evidence on the development of poverty in the Czech Republic since 1989 is provided. First, the new sources of poverty after 1989 are described. Second, a variety of measurements that reveal different faces of poverty are presented. Third, the relative ease with which it is possible to leave the labour force and the impact of departures on household income is considered. Fourth, the working poor are examined and compared with non-working poor
The paper presents various data on employment and unemployment trends, wage developments, and even workers’ opinions and their potential labour market strategies, as reflected in various surveys. In particular, it identifies the existing labour market rigidities and show that the high unemployment resembles a vicious circle, resulting in the emergence of the unemployment trap and benefit dependency.
