The first part of this chapter is focused to a topic of value preferences. The Inglehart`s four-item battery for measurement of materialism and postmaterialism in the society was used. The second part of the chapter is centered on regional elites` attitudes. It is based on answers of respondents to wide battery of twenty questions, in which respondents were asked about their opinions of various topics of social issues. At first, the opinion of regional elites in general is presented.

The regional elites express a higher level of generalized and institutional trust in comparison with the average among the Czech population. The cause of this difference can be found in the income inequalities and in the level of education. The regional elites express also a greatest degree of civic participation than the Czech population, they are more politically and civically active. The results of analysis show also the differences between particular types of the regional elites.

Opinion of regional elites on the new system of regional government introduced in the Czech Republic in 2001 is analyzed, based on a 2004 survey. Opinion on the reasons which stood behind the reform, on success of the new system, on adequacy of the responsibilities entrusted to the regional authorities and on obstacles these authorities have been facing are the main issues covered by the paper. Views of the elites are compared with those of the citizens.

The opinions of the regional elite on the development possibilities of the regions were analyzed. Most of respondents are optimistic. The effort in gaining the money from EU funds, preferential support for domestic small and medium enterprises, and the support for the development of tourism was most often mentioned as the main development priorities the regions should concentrate.

Based on the data of the research Regional Elites 2004 a measure of cooperation importance is counted. It indicates an ability to cooperate with the different actors influencing regional decision-making. It could be useful for a comparison with the other groups of elites. Regional elite’s opinion on municipalities amalgamation that is considered as a solution for problem of local government efficiency is presented in the text.

Using data from representative survey Housing Attitudes 2001 the author analyses the opinons of the Czech population on the situation in the housing market and general attitudes towards housing-related issues and housing policy. Connestions between attitudes and respondents’ positions in the housing market. On the bases of the results of the analyses the usefullness of the theory of the housing classes in the Czech context is discussed.

The aim of the text is to study interaction of the regional, national and European influences in the pre-accession Czech Republic in thesphere of public administration and regional policy. Special attention was paid to the role of the Committee of the Regions, which represented the the EU institution most closely connected with the topic of the research. Research shows the rising importance of the regional institutions in the Czech Republic and its long-term impact.

To provide reliable pre-election forecasts it is necessary to estimate the election results in individual electoral districts. The article presents alternative method of making the preelection estimates which combines the results of national representative surveys and information on the spatial distribution of party support from the previous election. The model estimates are then compared with the results of trational survey-based estimates and practical model usability is documented.

This volume is comprised of the papers that were presented at the seminar “Hierarchy as a Strength and Weakness of Communist Rule”, which was held on 11-12 September 2003 at the Faculty of Social Sciences of Charles University in Prague. Based on the empirical analysis of the survey data from four model regions combined with the äecological' data describing the social environment within people live the article analyse the influence of the territorially specific factors on the development of political attitudes. Reforms of sub-national government in the Czech Republic, Hungary and Poland that were taking place during the 90s and at the turn of the century are briefly described, assessed and compared. Two stages of the reform process are distinguished - reform of the municipal government taking place in the early 90s and reconstruction of the intermediary level at the end of the century. Impact of the EU criteria and requirements on the latter are discussed.

The chapter evaluates the regional changes in the Czech society on the level of districts in the period from 1991 to 2001. On the basis of census and the other statistics analyzes the regional differences in age structure, education, economic activity, average incomes, and religious affiliation. Data from large surveys are used for the study of regional differences in social status. Cultural differences among regions tend to decrease while economic one tend to increase.
