Differentiation and marginalisation of some social groups is folowed by regionalů differentiation and marginalisation. To map problems on a level of a whole and a region, to discover level of marginalisation of the Czech border area and to determine conditions of maintaining rural population there is a target of the project. It has to focus an attention onpublic administration and its measures to limit results of area marginalisation.

This study focuses on social capital and the network of links between the organisations involved in activities geared towards the development of tourism in the Pardubice Region. The analysis of their network displays interconnectedness, the trust they show each other in their cooperation and that they place in the process of decision-making on supporting projects to advance tourism.
The Orlicko region comprises the municipalities in the Association of Municipalities Orlicko in the Pardubice Region. It is presented in a wider spatial and temporal context as a border region experiencing the problems of a periphery. Development opportunities have thus far been seen to lie in the expansion of tourism. Sociological surveys revealed the heterogeneity of the Orlicko region: differences between rural and urban areas and the impact of the outsider symptom in the region.

The objective of the study is to describe two factors that have a significant impact on regional development. One is the level of civil society development and the other is a nature of social network of local development actors. The focus of this study is Orlicko in the Pardubice region. Indicators of political and civic participation, and partnership between sectors are examined on the basis of publicly available sources.
In this paper are described various definitions of borderland in the Czech Republic and national composition of region Orlicko before World War II. Some results of survey in Czech borderland are described at the end of this paper.
The region that forms the focus of this study is Orlicko in the in the District of Ústí nad Orlicí in the Pardubice Region, and specifically the area encompassed under the Association of Municipalities of Orlicko. Indicators of political and civic participation and indicators of partnership between the public, private, and non-profit sectors provide an idea of the level of development of civil society in Orlicko.
The social network of the most important actors in local development is approximated on the basis of 35 institutions from the public, private, and non-profit sectors. Data on the network were obtained through a specialised questionnaire survey of representatives of these institutions.
