Issues of Decentralization Reforms in Former Communist Countries

On the basis of experience with initiation and implementation of decentralization reforms in the former socialist countries, the follower states of the former USSR notwithstanding, the paper discusses prerequisites to a successful decentralization, its main tasks, its salient issues as well as the strategies of its implementation. Criteria are mentioned for the assessment ofdecentralization reforms
