Cílem projektu je provést ucelený, do širšího kontextu zakomponovaný, teoreticky zarámovaný a empirickými výzkumy doložený popis transformace podmínek bydlení v ČR po roce 1990 zahrnující jak detekci hlavních příčin tohoto vývoje, tak analýzu jeho důsledků na sociální nerovnosti a tržní rizika. V oblasti nerovností se projekt zaměřuje na finanční dostupnost bydlení, distribuci majetku domácností ve formě rezidenčních nemovitostí, přístup ke zvýhodněnému bydlení a extrémní formy nerovností (prostorové vyloučení). V oblasti tržních rizik se v rámci projektu řešitelé věnují zejména rizikům vyplývajících z posilování vlastnického sektoru bydlení, vývoje úvěrového trhu, "manipulace" poptávky státem a médii. Cílem je rovněž zhodnotit aktuální nástroje bytové i monetární politiky státu, zda efektivně zamezují růstu těch sociálních nerovností, jež ohrožují udržitelný ekonomický růst a sociální kohezi, resp. zda zamezují růstu tržních systémových rizik, a rámcová doporučení změn. The article attempts to answer the question about the future of housing system in the Czech Republic. Using the results from several attitude surveys and unique experiment, the authors tried to find out whether there is any chance of deviating from the path leading towards a housing system unilaterally based on homeownership tenure. The empirical results, however, show that people’s tenure preferences remain strongly skewed in favour of owner-occupation.
The paper presents the main findings from a detailed analysis of the interrelations between selected agents in the supply side of the housing market in Prague. It discusses the sources of potential market inefficiencies emerging from the nature of interrelations between developers, construction firms, and the producers of building materials in transition economy. The results highlight the barriers which prevent housing supply to react effectively to changes in housing demand.
Cílem článku je zmapování vývoje jedné z dimenzí sociálních nerovností ve spotřebě bydlení - vývoje regionálních nerovností ve finanční dostupnosti bydlení v České republice v období 2000 – 2006. Článek se zaměřuje na statistickou analýzu souvislostí mezi vývojem regionálních nerovností ve finanční dostupnosti bydlení a vývojem ekonomické výkonnosti regionů v ČR.
Cílem článku je zhodnocení efektivnosti vybraných nástrojů bytové politiky v ČR. Náplní první části článku je stručný popis vývoje bytové politiky od roku 1918. V druhé části textu jsou prezentovány výsledky empirických testů efektivnosti (zacílení) vybraných nástrojů bytové politiky používaných v průběhu transformačního období. V článku je hodnocena zejména efektivnost regulace nájemného, možnosti odpočtu úroků od základu daně z příjmů fyzických osob a příspěvku na bydlení.
The goal of this paper is to outline the main factors influencing the diverse consequences of the global economic crisis on housing and mortgage markets in two post-socialist economies—the Czech Republic and Hungary. In the former there was a mild decline of markets while in the latter there has been a depression of markets. The paper also contributes to the convergence and divergence debate on housing policies in Europe.
Housing conditions form an important part of social stratification in many advanced industrial economies. The objective of this article is to determine the extent to which social stratification is linked to housing inequalities in the post-socialist Czech Republic; and how this relationship has evolved during the course of the economic transformation process.
This article examines whether housing tenure and regional differences in housing affordability have an impact on labour mobility. This relationship is important for understanding the sources of structural unemployment and impediments to economic growth. Using two sample surveys from the Czech Republic, this research reveals that at the individual level housing tenure is the most powerful factor determining willingness to change residence for employment reasons.
The objective of the paper is to explain one phenomenon evident in the transformation of post-socialist states: the restitution of the housing stock. In the paper, the theory of social constructivism, including Kemeny's advanced application of this theory to the field of housing studies, is used to (a) explain the causes for a particular type of property restitution in the Czech Republic and (b) outline its consequences on the role and long-term social meaning of private rental housing.
The goal of this chapter is to briefly describe the social housing system in one of the post-socialist transition countries – the Czech Republic. The aim of the first section is to provide a broader context and history of housing tenure reforms in transition states. The next two sections discuss the social housing institutionalization, particularly in the Czech Republic, for both existing and newly constructed municipal housing.
